As far as the Amazing Flying Petrielli Brother the Politician pulling the strings ... he isn't (I think at least).
The mob ties he has that have dirt on him, and his old man who is dead but we never see or hear from him, probably curtail him from running anything.
I don't know what Lip-Boy's girlfriend has to do with the dream ... she wasn't a Hero (or hasn't been shown as one yet) so perhaps she'll have more of a story since everyone else in the dream has been identified as a Hero.
Crazy eye comic book guy seems to be able to function with heroin, however, Hiro let him know his brain is going to get plucked, haha. He seemed pretty at ease with that, which I thought was cool.
Hrm, for some reason I didn't think (or want to think?) that Sylar got Eden's powers.
I thought she kind of over-powered him to do the self-less act of commiting suicide by blowing her brains against the wall so he wouldn't have the chance to dissect her brain.
I have no idea who Claire's dad works for... he seemed to be getting the riot act on how they wanted to keep Sylar alive and he had no say in the matter.
