Regean did show weakness in the Lebonon but will not be held accountable for that footnote. He was correct on the bigger issue of directly confronting the USSR and seemingly causing it's demise.
If you want to really pinpoint US weakness in the face of Islamist terror you must go back to Jimmy Carter's disasterous capitulation in Iran. There you will find the emboldening moment for the movement we see today.
