regean's arms-push forced the end of the cold war by bankrupting the russian gov. from all the defense spending they were doing... so Regean's actions were 'good' if you look at it from that aspect...
... blueONe... I'll agree w/you that Regean's 'partially' to blame - but you must also include Russia AND CHINA... China has been their 'pal' for some time while still trying to be pals to the U.S. (economically) and Russia etc...
... so this situation is a worldwide clusterfuck that is the result of the post WWII era- 'cold war'- that cannot be attributed to only Regean.
