Is there a color model, similar to CMYK that is specified as a percentage of the four values adding up to 100% exactly?

you can add all your inks up and divide it by 4. But that means nothing and is no use to anyone. There is no measurement like you are after which adds to 100%. The way you are measuring your ink at the moment is correct. Illustrator will give you the same if not very close result to what youre getting in photoshop.
