  It is far more expensive to sit over the shoulder of a photographer and complain and move and adjust rather than saying, "you're the photographer, shoot a hundred shots, we'll pay you X amount."

  Todays digital workflow allows for instant feed back from clients(in attendence or conferencing). My guess is this photoshoot would be attended by many important clients and the CD and AD. And they would select a shot, or five shots, that day.
