If you're a total beginner with 3d then maybe you can get first results with Sketchup and then edit with PS and Illustrator.
If you want to learn and have something to develop yourself further on I recommend starting with Cinema 4d. But it takes some time to learn and understand.
It really depends on how often you need it, how detailed you need it to be and how much time you can spend on this. I'd try building a base with Cinema, render it out and then add the blurry smoothness and the interface in PS later on.

In C4D there's an effect like that called "sketch & toon"
this guy https://visualizingarchitecture.… does some renders in a similar style, I think he's got some tutorials about it. he mostly uses sketchup & photoshop.

Looks like a Bjarke Ingels project..
Most likely they use Rhino for 3d modelling + VRay for rendering and then add arrows, text and such in Illustrator.
The trick is to find the right soft-shadow settings in vray, render it and add a wireframe line-drawing from the same view on top of that rendering in illustrator.You could also use sketchup , but you would need an external rendering software like vray as well. You might find some free alternatives online.

if it's for a still image - it's easy, just render as close to wire frame from 3dmax if you can't find a toon render. Colour it in Photoshop, remove extra lines where needed etc. add type/arrows in illy.
if animated, then c4d toon renderer or 3dmax equiv, or indeed sketchup - it has a styles library with plenty of similar looks as your example.
