Should it really cost $1000 to get a website page load speed up to Google's standards?
And, shouldn't an acceptable page load be a part of the entire website delivery?

depends on what you get for the said $1000. Varnish Caching? Or just rendering out css as one file?

What version of Magento?
if 2.0 make sure you aren't in Dev mode.
Is Memcache enabled ont he server?
Using product indexing?
Sometimes folder permissions not being set right can cause slowness.
Definitely make sure the server is up to the requirements.Ya who ever made it should have made sure it run faster than what is loading now.

I think something with the dns servers is not running.
with the domain name I get the bad gateway error,
but if I enter the ip address in a browser it loads quite fast

- Loading some extra PHP extensions
- Re-optimizing the htaccess
- Ensuring the load time is under 4s.In addition we would also be doing the following to the site:
- Categories were renamed and need redirects
- Links on category pages need to be fixed
- HTTPS for the entire site
