i think I've found success upping super large PNG 24's. depends.

they say the PNG file MUST be under 900KB in order for Facebook not to touch it and 1200px or 960px for the longest side to avoid resizing.

technically the artifacts are generated by the jpeg compression,
so png is the solution. facebook help page says png is supported.
(( For profile pictures and cover photos with your logo or text, you may get a better result by using a PNG file. ))

You know what!?! I think that's the issue. for some reason i upload PNGs and it's converting them to JPG when i inspect the element. My guess is that it's because it's forcing me to re-crop the logo file when i upload it. I have no idea how to avoid that.

I had sort of the same issue before with graphics for events that the client uploaded to FB.
These issues were always with contrast colors or white type over plain green background.It was a record label page and I ended up only using .png 24
I read an article about it that helped but unfortunately I don't have the link anymore.For high res pictures I used these instructions for example.

Yup, i saw a lot of those types of posts too, and read them all. but what it really turned out to be was Personal Page vs Business or Fan Page. I created a dummy business page and everything resolved itself immediately.
