I have a client that wants to show their competitors logos on a tv commercial, I told the producer I don't think they can do that without the possibility of getting sued, is that right? I suggested making dummy logos with a resemblance of they logos they want to show, kind of like they do in film;

imo: find a lawyer.
I know laws in the UK changed over the past decade or so to follow the American model where an advert can refer to competitors by name.
My suspicion is that you can get away with a suitably parodied/cartoonied representation of a competitor's logo.

you have the comparative advertising problem, and also the trademark problem if you want to use the brand of a competitor.

Showing the logos is a bad idea anyways. If someone has it on mute or isn't paying attention for some reason the flash of a logo might be all they register.

definitely talk to a lawyer, it's worth developing a relationship with a savvy media lawyer with small things now so that if you ever really need one, there's already a link.
also, make sure you have good production insurance or your contract releases you of labially for the commercial once delivered
