(have also: hard resets to modem and router, let modem remain disconnected for 12+ hours (no IP refresh), used google's public DNS in advanced network settings and renewed DHCP)

if you can access it by ftp, it's probably not a dns problem (if you are not connection by ip).
you can put the ip of your site in the browser and see if it responds like this. if site shows up, it is a dns problem.it could also be a port problem or something.
you can look into the server logs, maybe there is a clue there where to find a solution.
another thing could be you are in a sort of vpn connection with the server and therefore the dns don't work as expected.

try a traceroute or ping to the server (ip or dns) to see who drops the connection.
and look at the server logs, maybe you'll find something useful there.

how is being on your cPanel different from your hosting box?
is your cPanel not on your hosting box?can your website be accessed by anyone else outside your apt?
when did this start and what changed?
