I would check FTP connection and see if the file is actually being updated. Unless their is some kind of caching system being used, you should see the update, speed shouldn't be an issue.

According to Fatcow:
Your site's images, CSS, and javascript are cached on Akamai's servers for 4 hours. You will automatically see your new content when the servers renew.

I am in the process of dumping fatcow.com. They were fantastic for many years until this year. Fuck them, their arrogant fuckface customer service reps, lies and bullshit....I'm moving on and getting my money back!
I just signed-up for bluehost.com So far so good!
