Pantone Overseas

I am working on a project where we are sourcing products from Asia (China, Thailand and Vietnam).
The products are made with different colors of threads and we want very specific pantone colors for each string used. Most of the people Im talking too either don't know pantone or use the pantone website to get close (which of course is always off) or use their own color system.
I could of course send over a pantone book but they are expensive and we are sourcing from 20-30 different places.
My question is... Does anyone have any idea how I can create color sheet with 30-40 colors? Any other ideas how to communicate overseas about color? Do other countries use other color systems we could convert too that would make it easier?
Long question, thanks for any suggestions.

Also, is anyone here in Thailand or have any Thailand contacts?

The best thing you can do is send them a sample of the thread to match. I always try to make it as dummy proof as possible and samples seem to work best.

That's why they make a Pantone chip book.
