I'm looking into building a site that does this. I have to build something where a user can record a video through the website. I need to then store that video somewhere.

Flash can interact with a webcam, but the recording would have to be stored on the user's machine and then uploaded, right?

Use the Camera class to capture video from the client system or device camera. Use the Video class to monitor the video locally. Use the NetConnection and NetStream classes to transmit the video to Flash Media Server. Flash Media Server can send the video stream to other servers and broadcast it to other clients running Flash Player or AIR.

^^^ you will need to have a dedicated server to run the media server first and a licence for adobe media server (@ around $5k for pro) or a decent sys admin or a good knowledge of linux to configure an open source alternative like red5.
fortunately, there are loads of hosted video services for this sort of thing... amazon web services do adobe media server licences for $5p/m + an hourly charge... (but again, it's reasonably difficult to configure and may not be suitable for low usage.) There are also dedicated media hosting services out there too for doing exactly the kind of thing you're after (often used for video testimonials) again your probably talking > $30p/m
here's the first two i found, haven't used either:
