  for a website's top navigation, if I have a dropdown/subnav, would it be a click-to-drop action or rollover-to-drop?

  Yeh, it's very unusual to have click open a drop down menu. 99% of the time it's hover.
  Having to click gives a less fluid for a user experience, generally the less clicks the better.
