In terms of living, what boroughs are the nicest in Manhattan given the following requests:
* nice, safe picturesque neighborhood - so nothing above cleaners, pizza joints, nail salons, etc. or off a major street exposed to constant sirens and honking horns (yes, i know that's part of nyc, but prefer to minimize it).
* like the idea of living near central park or any park but not necessary
* ~4k/mo budget
have a short-term situation coming up to telecommute, may consider long-term at some point, however...

How long are you staying? I know of several buildings blocks away from Central Park in Manhattan.

2-3 months. will probably need month to month, but a 3month lease might be doable if it fits the criteria

A) manhattan is a borough so you want a 'hood in manhattan
B) you can't live that close to central park without being far from sirens, dry cleaners, tourists and pizza joints
C) sounds like you'd prefer living in a posh area of Brooklyn instead. Good parks but not as much "city in your face"- maybe the upper west side, actually, somewhere in the high-60s to 80smonospaced

Brooklyn: Park Slope (specifically north or center slope), Brooklyn Heights, Cobble Hill.

I just moved here with my husband 7 months ago. We explored probably 10 neighborhoods before coming here and many more since. We landed in the Upper West Side for now because it has a lot of what you're looking for. Many will smirk when you say, "I live in the Upper West Side" because it has an unearned reputation for being uppity and pretentious, but it's not. I really love it.
That said, we're considering other areas when it comes time to look again. Brooklyn Heights, TriBeCa, further north in UWS — around 82nd, West Village, Greenwich Village, Cobble Hill, Caroll Gardens, and some others. These all have a common feature — they feel like communities to us, and are incredibly walkable. Where we are now in UWS it's barely walkable.

really depends but you need around 8-15k saved up at least to start looking...

only a dumb moron with no vibe what so ever would even look at apartments in Manhattan where pig money rules. If you want a vibe, classy and cheap go Brooklyn or Queens.
At $4k you can rent 3x 1000sq apts in those 'hoods.

thanks for all the comments. would probably prefer to stay in manhattan due to work-related reasons, but would maybe be open later to brooklyn if stayed long-term.
still haven't found too much, but west village, upper west side and upper east side seem too all fit the bill so far.
