I'm from Brighton. The hoax was generated after being inspired by one set of lights from that collection that is real. All of the others are just digital mockups, but the big penis over the street at the beginning is real. Its nowhere near as obvious as that (ie even that one has been treated to some special effects) but it is, in essence, largely there.
Its hard to know if its deliberate or just incidental, but there is a giant cock and balls across the street, very well hidden amongst all the other flashing lights around it.
