  Is there a fairly easy way to get a normal photo to look like this?

• dasmeteor

  Photoshop > Your picture in RGB mode.
  Filter > Pixelate > Color Halftone.
  After that switch to the CMYK mode (the colors will looks more natural)

  • for the 50's and 70's color.
    Just play with color adjustment (like curves, saturation etc.)– dasmeteor

  here you go, a quick example.
  Like others have said. Colour Halftone, then play with blur and overlaying the image on itself and shifting by a few pixels and blurring to create the 'old' look, plus playing with hue/saturation and levels etc

  Looks like there's a little crosshatch in there.

  • Moiré, you can reproduced it by changing the different color angles ( Filter > Pixelate > Color Halftone )– dasmeteor
