Bah, couple of years ago could have helped.
Shouldn't be too hard.
Create tiny white particle mc, the onEnterFrame of which generates a random number between 1 and 10. If the number is under 4, then particle is alpha 0, if 4-9, then alpha is 10, if over 9.5, then 100.
Generate 200, distribute randomly.
etc.

Gradient mask in a gradient of white light, while also having your glimmer tween along the same path.

Partigen is a great particle emitter, Flint (above) is good too
http://desuade.com/partigen/demo…I prefer to do them manually though.
Easiest way is to do a Google search for an image of what you'd like it to look like. There's a lot of tests for this sorta thing that were created in AE, PS, or other programs. Maybe the best search term would include "Trapcode". Then go in Flash and try to recreate the look using Flash vectors and applying filters
