The problem is it has to be added to a 16px x 16px icon .

You should make a design of a lock, but the catch is, the lock is actually UNlocked, implying that the content is unlocked and/or "free" and "open" and is available for viewing. Let me know if you need my help. I have Photo Shop CS3

I suppose I need to clarify, the total working space is 16px x 16px, the icon lets say is a standard pdf icon, the unlock would be added to that within the confines of 16px x 16px
