Jaline's second link explains it quite well.
basically it's a feed that is open to anything to use. Just like developers started using the # and @ on Twitter to filter and target, anyone using App.net for their own service can setup a "filter" that won't get to your personal feed, but be exclusive to your feed using that service.

Even stupider that just a few weeks ago they ran a completely different business under the same name. Must have spent a lot on the domain.

http://app.net/home/few weeks ago if you went to app.net it was just "Marketing Tools for App Developers" then he had the idea to clone twitter and obviously spent a lot on his 3 letter domain name so decided to just use that for his twitter clone.
