  um, forgive the ig'nance here, im not a web designer but im redoing my humble little interweb presence and i want to make the site so that everything fits on screen and there is no scrolling.
  im going on the assumption that most people looking at my site will at least have a 15" screen, if not bigger. anyone with a 13" i dont even want looking at my work.

  anyway, what would you make the resolution?
  from screen grabs and tests im using 1400x740 for now. is that stupid?

  I would lower the width and height a bit. 1280x700.

  1024x768 or 700x something

  650-700 tall to be safe on most computers.. but it will look odd on a big monitor... but many 15 inch "widescreen" monitors are the same height as 13 inch "normal" monitors.... ugh!

  why?!? Not only do different screen sizes happen, but some browsers have a SHIT TON of toolbars and big buttons at the top, wasting space... and most designers have 20 inch or larger monitors, so it's a losing game "making it all fit"

  NOTE that lots of laptops are now "widescreen" which really means "short screen" where the 15 inch "wide screen" has the same height as the 14 inch "normal screen" or whatever....

  this is not as crazy a question as it sounds, but the scroll-phobia is something we all have PTSD from listening to sales-guys/gorrillas beating their chests about "you guys have to make it look the same for everyone" when it's fucking impossible... unless we make it ALL VECTOR in FLASH.... sorry for the rant.....

  The trend these days is "responsive design," and while people can get a bit carried away with it, the concept is sound..

  It's better to think in terms of how your design adapts to different screen sizes rather than designing for any one size.

  If that sounds like too much work though, the textbook approach is still to design for 1024 x 768.

  You will not find many (if any) sites designed only with larger screen sizes in mind. Most start with a 1024 layout and then accomodate additional screen sizes whether larger or smaller.

  oh another question, so my main clients are in eu, but some are in south africa where the interwebs is slower than drying paint. my work is all embedded from vimeo, so thats no problem but what kind of max kb per page would you recommend? sorry i have no idea about this stuff
