Is there a wordpress plugin/theme that allows user to upload an image then edit it (resize, crop, rotate)

I thought wordpress had cropping built into the media library - click edit image?

process I'm looking for,
an unregistered user arrive on site >> upload image >> resize / crop/ rotate it >> click ok, the image is displayed
worpress only allows this kind of manipulation from allowed accounts

You didn't specify whether it was a user in the administration panel or visiting the site anonymously until now. I'm not sure if such a plugin exists, you could combine two plugins one which allows a user to upload an image from the frontend (website) and then use the functionality from another plugin to alter the photos. Do you mean like you can crop a photo in a Facebook profile?
