Editable shape in PS that has no fill?

How the hell do you do it. Someone created all these icons and they are rasterized layers, now I am tasked with re-creating.
I need to be able to apply filters to the shape as well.
I could use Illustrator, but the icons are tiny and the lines hold up better in PS.
Suggestions please.

Use the pen tool in Photoshop, but click "Shape layers" instead of "Paths" (little icons at the top of the screen when you have the Pen tool selected).

Ok, I figured it out, just draw you normal shape and in the "Fill" field on the layers palette change to 0.
