anyone know what photoshop technique thats used to make this image soft and white washed

...or switch over to duotone mode, select a rather dark, not-quite-pure-black gray. From there you can switch back to grayscale, or over to RGB if you like the slight tone the color gives you.
For softening highlights...select only your highlights, dupe them, then give them a little blur and set that layer to "screen." The more you repeat the more Barbara Walters soft focus the effect will get, so exercise in moderation.
Note, with each image you apply these steps to, it could take a little time to get the effect just right. Unfortunately, this may eat into your "browsing pictures of girls' fannies" time, but sacrifices are required for honing one's skills. Best of luck.
