you're probably not working with pixel units, so it's antialiasing your artwork that is at fractions of a pixel

box probably isn't snapped to the artboard and you're dealing with decimal pixel values so it does that
make sure you check 'use artboards' too when exporting

I usually just copy and paste the artwork into PhotoShop, then optimize for the web form there. There are all sorts of quirks I find with exporting for web from illustrator... the image being 1px larger in width and height than the actual object is for example... even without borders and pixel fractions.
