it's the proper way to do it.

most modern browsers can read the actual @, but older browsers couldn't. It's just a guarantee that it will show an @ everywhere.

Some servers force you to encode your special characters. I believe there can also be come security concerns when encoding isn't required, especially with quotes, hashes and other characters also used in programming syntax.

Some forms of text encoding don't support advanced characters like @åß∂ƒ©˙∆˚¬ø^¨¥†®´∑ß≈ç√†¥∫¨¨~∆˙¨ç...
So that is a work around.
