It almost looks like they shot one full screen of the dance. Then they split the image into a left and right making two separate images. On the left image, they applied the effect to the last row of right pixels. On the right image, they applied effect to the last row of pixels on the left.
ANd yes, I am talking out of my ass.

Shoot tai chi grandmaster video and afterwards apply effects with after effects.

It's slitscan. Not sure the exact method but it is basically distorting single slits of video over time. the ripple effect is achieved by each pixel wide that is warped being a single slit of pixels at different times.
Someone else will explain this better....
