Draw your shape in illy, select your rotate tool, option click at the point you want to rotate the shape from, when the box pops up hit "copy" and then Apple + "D" until you have enough of them.

It's not as precise as it first looks there are some nonalignment issues near the bottom.
If I wanted to do this precisely I'd start with illustrator:
1. Make Leaf shape
2. Choose rotate tool and use the mouse to drag the origin from the center of the leaf until it snaps on the corner.
3. Rotate (nº = no. steps / 360)
4. Colour
5. ???
6. Profit!
