Do potential employers say no?

I'm looking for a job and I've been on a few interviews lately.
One told me they filled it with a current freelancer, another told me they didn't have any jobs available, a few never responded to follow-ups after the interview at all, and some told me they were going to be hiring like next year, but not now.
Have you ever gotten a "no" from anyone? I feel like I'm doing all things correct, and I understand there's better candidates, but the ones that never respond really annoy me.

I've never had anyone ever tell me "no". They simply quit responding. If I ever were interviewing I'd tell people straight up that they weren't good for the job. I don't get why people can't do that...
- to avoid confrontation and awkward moments. Also to reduce chances of being sued.Pupsipu

Some places I interviewed never hired anyone anyway... it seems they were just testing the waters, so don't feel too strange...
