Simple DB / list sw?

A friend is wanting to make a list of shops, ideally in the form of a basic databse or something.
Me, I'd just use Access or something.. but he's no computer head, so I'm wondering if some bright young thing has made a neater app or site to accomplish this?
I'm thinking along the lines of a workflowy-like utility.
Any recommendations, please?

Is the goal to have a web front-end to this? How many people are going to be using it?
I personally would probably just whip something up in PHP/MySQL because it's super fast to prototype with. But if your friend is less technical, you might suggest one of the free on-line database tools. I can't recommend one as I've never used any of them. Here's a few I came across (that i believe have a free service at some level)

http://grubba.net/If you want to get a little more fancy, you could whip up an app using a framework that provides scaffolding to get you up and running quickly. (ruby on rails, cakePHP, codeigniter, symfony, phpscaffold, pylons, etc...)
