Adding Page Comments

I've got a client running a Coldfusion site who wants to basically add page comments to a single page for users to review/comment on a PDF document.
The only reqs other than that are a captcha and an ability to review posts for approval first.
The Coldfusion community is clearly a dying breed and pretty much any promising leads on existing solutions are dead projects.
Anyone have any ideas for web services or something else I can use to incorporate this functionality?
Given the limited use, there is no budget for a custom solution.

why would the PDF need be commented online?

if the client just wants feed back you can use jotform.com to make a reply form w/ captcha. the replies can be sent to his email and its free.

If you just need it for that one page Disqus is the way to go.. though I hate them and I think they are slow as shit.. they are the only ones that actually do a half decent job and you know they'll be around.
