Meaningless distinction these days..... unless you think that marketing firms are really bad at web design... or that they subcontract it out and have a huge markup....
I think this sounds like something an account exec would say in a meeting if the design firm is competing against a "marketing" firm..
the difference seems rather semantic these days....

marketing is for selling stuff, design is for making stuff
marketing will focus on seo, design will focus on experience and use-ability
marketing will overcharge you for work they will sub out, design will overcharge you because they are f-ing rockstars
marketing firms are outdated and not innovative, design firms are hungry lean and mean idea machines

i design, by business partner writes... we consider ourselves in marketing- i also concentrate on production/printing and he does a large part of the sales (granted being deaf hinders me there) - but really it seems that "marketing" is just a term... i guess we could call ourselves a design/copywriting/printing/sale... duo, but my marketing department says that's too long.

Having worked for several marketing companies that offer web design in Phoenix, I’ve come to know quite a bit of what goes on in a “one-stop shop.” Most shops are good at designing print or putting a spin on your marketing campaign, which I think is fine. But if you’re looking to have a website that will outperform your competition on and off the search engines, you need to go with a web design company that strictly specializes in web design and marketing.
