not a law, just a principle. aplying it, makes arguing for your designs easier.

Almost by definition, something designed is function intended.
But let's not get into semantics. I assume you mean graphic design.
In which case doublespaced put it nicely: "It's cool when it does. Not a law".
Although I would add: "it's always function following form when you young 20-somethings are doing it".
Also, I'd wave my fist in the air.

I typically agree with it, especially in utility devices.
apple lately (on some products) goes by this rather than function over form.
