Personally, I'd do the first upload in plain 'modern' HTML, getting yourself reäcquainted with CSS and whatnot, then update manually for a while, experimenting with how you'd like your blog to actually work.. and after that, add in some kind of blogware or cms.

You can use blog platform but not look like a blog. Using blog platform only as a publishing tool.

Install Wordpress in your site. Try it out. See if you like the work flow.
Get some idea on what you want to do / design etc.
Have a designer design one for wordpress or other blog platform
Have a developer make a theme.

And I want to build it myself. The last time I did this there was a thing called Flash that all the kids liked, iframes were cool to hate, and Web 2.0 was still Web 1.3 Alpha. But seriously I haven't done any serious work for the web in 8 or 9 years, and what I had done was pretty basic.
I want one of these "blogs" I've heard so much about, something I can update myself, post new work (I know portfolio sites are SO self-indulgent, but what's the harm?), etc. The easier the better, but I don't want some generic Blogger or Wordpress template, you know? Where do I start?
