the bases in Europe are part of NATO installation, in turn a legacy from the Cold War. New bases in Pakistan are part of deal struck with current govt for particular war.
most bases are not stationed without due cause set by US or part of an organization.
Military installation serves presence and threat for current and neighboring countries. If US had no rational for stations, it would same as China having a military base in Cuba.

US is not so much worried about N Korea as a threat but rather they want to have heavy military presence in China and Russia.
N Korea only has the threat to take out neighboring countries but China has ICBM which can strike US. Also the economic power is a big threat.

During the Cold War, it was about expansion of communistic ideals but now its more about economic power.

Surely it would be better for Korea to have unification. Imagine the economic opportunities of bringing millions of N Koreans out of poverty. Would Germany have been better off if the East had stayed Communist?
