OK question.
if you were to make an overview ipad version of a website (not an app) what would this be? What functions would it have.
my understanding is it's just a glorified PPT of the site just for people with ipads. is that simply just a set of jpegs in a full screen browser?

I would just redesign the UI of the site for the iPad. It could have all the same functions, just the user interaction part would be different.

HTML works fine

Take a look at the free design framework Sencha offers - whether you use something like this or start from scratch it gives you a pretty good idea of what's possible.

so presumably doing something like this http://www.net-a-porter.com/Cont… without being an app. would just be case of nifty html5?
what about sliding pages around, slide left to go to next page etc.
can you add this in? or are you limited to what you can do with a mouse?

Well sure, you could built something like that, in fact that looks like a fun project:)
I guess what I was getting at is that its not limited to a series of images, this would all be created using your regular HTML + JS + CSS, plus some JS code to handle the touch events.
Despite the marketing you hear around some of these projects there really isn't a huge amount of HTML5 required except for maybe HTML5 video. All the animation and effects would be handled by JS.
For instance, this plugin provides a way to interface with a mobile UI:
or the Sencha framework I linked earlier does something similar.
