I'm working on some web comps for a project along with another designer who is working on comps of their own. She has been popping up around my desk every so often and wants to see what I'm working on. then the next time I see her work it begins to look like my work, similar elements, layouts, etc. She's obviously shameless and doesn't have an idea in her head and my sense is she is a "design thief".
I need advice on how I can fend off this design thievery going on...

finish your project and move on. more time you spend "dealing" with this problem is the less time you are working at your job.
I'm actually find this humorous. It's like a Seinfeld episode.
Talk to her and offer to be her mentor. Maybe she likes your work and would benefit greatly if you would give her some constructive input.
Tell her to stop it.
Design is about influence, if even your colleagues cannot help themselves but to steal your design ideas it means that either you are really good or they are absolutely hopeless.
Stab her in heart with a copy of Fireworks (Nobody's gonna miss it!)
Create an alternate version... a really nasty fucked up one! So when she comes to see it, show it to her and give her time to analyze it and copy as much as she can. Then on the day of the presentation, bring your real concept.

Fart every time she comes near your desk. Eventually she will assume you just smell of shit and avoid you at all costs.
Start using comic sans.
Yeah a lot of this is happening now. Female marketers and advertisers taking designers concept and submitting them to art directs and bosses. Do you report to anyone? Always keep the people you report to in the loop of what you are doing. If you are your own department the best thing to do is make the important people always know what you are working on. Show your comps, 10minute sketches everything should be shown to the people who count. Do you have an office. Tell her you are busy and to cal and make an appointment if she has any questions. Do that and you will be fine but what user_0012 said. Try to sleep with her even if she is ugly just to proove a point.

Remember you are both working for a company. What the company delivers to the client isn't yours, not anymore.
That said, sleep with her. Then tell her to come up with some fresh ideas herself.
Be professional, gracious and accept it as a compliment. Don't turn it into an in-house pissing contest.
Work together as a team.

People who can copy ideas like this are NOT designers, they're production assistants... and that can be a good thing as long as they can follow a style guide....and knock out the extra hundred pages of a catalog after you do the first few templates....
This was a normal thing in the days of agencies with clear staffing roles, like Creative Director, Art Director, Designer, Production Assistant.... after some bloodletting recently, lots of this has been upended..... you may be dealing with a bit of that...

turn in your real, amazing comp and laugh when she turns in her shit lookalike
