It's super easy to do using a bitmap version and bringing it into a layer in PS along with some alteration once you have it in there.

Yep, bring illustration into photoshop, with shading etc. Convert to grayscale, convert to bitmap mode, use the halftone pattern, select the dark color range, copy, paste into new file, color overlay = red, and you have the basic illustration, add more colors below that layer. At least that's how I do it.
