- Open the header pane (because watermarks are anchored to headers, so the
header pane must be active to get access to the watermark).- Right-click the watermark and choose Format WordArt or Format Picture (one
or the other will be on the context menu).- In the dialog, click the Layout tab, and click the Advanced button there.
- Change the alignment from "centered relative to Margin" to "centered
relative to Page".- Just tried this out worked like a charm. Im using a mac so it was a little different but easy to figure outiheartfun

It doesn't work— if you get into the header and hit enter a few times it expands the header space to half the page, and the entire watermark disappears. I don't think there's a way to stop the resizing of the header (without macros).
We're just going to tell them it can't be done to the degree they want, they'll just have to tell people not to mess around.

Can you make it a background image? I don't know Word at all either. :/

i_monk, you can lock pages in word so that only elements deemed editable can be changed, sadly I have no idea how to do this. We've always outsourced it to another company.
But if you search for 'locking page elements in word' or something like that it might help you out. Sorry I'm no real use to you!

does saving it as a read only file lock headers and footers?

I've found a macro-based solution, but that means the end user has to run the macro before starting to write. If they can't be trusted not to adjust the header, I don't see how they can be trained to run a macro on the various versions of Word they're using.
