  I have anchor links for the list of people on this page. For some reason the anchors keep linking to the same link.
  Even though they are label differently.
  Can someone help me out?

  Your <a name=" "></a> should be next to their name not as the nav. The links to their names at the top should be <a href="#2"></a> instead.

  also note that some browsers have issues with anchors that are just numbers and no alpha. but yeah, they're not inside the table rows.
