I think it actually depends on which province the work will be used in. If you work in BC and get commissioned to do work in Halifax, if that work will not be viewable or relevant to BC then you can avoid the tax, however something like a website that can be accessed in BC you need to charge for. This is the general rule for intangible goods as far as I know.

Ah just slightly lower. They didnt want to get rid of GST so they put it together with PST.

I would call Revenue Canada, they are quite helpful.

as a freelancer (in BC), i've been told that everything stays the same as if you were charging gst, the percentage charged is different though of course. the "gst #" is now the "hst #" on the invoice, etc.

^ there is a cap on how much you can earn to be freelance without setting your self up as a company.
Most companies do not like this because they get charged HST / PST etc.

pretty much a standard contract... I work, onsite and invoice them bi-monthly.
