not sure if the transparent checkered pattern in the back is working with the rest of it.

The navigation list in the middle column feels like it should be on the left. Also, I would lighten it up, try to balance the flourishes with a cleaner corporate look.

Center your site. Lose the background and the grungy feeling to the site.
It looks more reliable as a bank site with no background already. (just plane white).

I think there are a few disconnects regarding the style of elements. For example, the main background and footer background.
Also, the fleuron and grungy feeling lines at the top are contrary to the grid background you're using. I would consider using something that compliments the elements you have in place.

I reckon a bank needs a more corporate look en feel. I dont get a bank feeling when looking at your site. It looks more like a graphic designer portfolio. Lose the fleuron graphics in the header. It doesnt fit the business.

It may be what they want but this does not look like a banking website and simply from the look alone, their customers won't trust it.
As mentioned above, look at other banking sites and try and move your client in that direction. this looks like a Wordpress theme, not a secure website I would trust with my finances.

looks like you dont have any cntent or any idea what customers will be visiting the site for. take some hints form halifax.co.uk lloyds, barclays, santander etc to see what the customers are expecting to see... dont let the client guide you on this as it will be their downfall. make something usable and functional... its where the moneys at for them!!!

Try mocking up a page other than the homepage. I'm guessing most pages won't be laid out exactly like this.

I'm not sure how big of a deal this is with this particular bank; but, I feel the online banking link should have a more prominent roll - bring it up higher.

lose the white border/drop shadow on the photo - it makes it look very picasa album/blog template, not institutional. maybe you can use an ornate border that better matches your aesthetic?

the picture sits awkwardly with the site design - it clashes with the olde worlde looke. get some decent photgraphy done, or the site will end up looking like a template

Feels less Institutional (trust) and more Blog (contemporary/transitional).I'd just play with scale of your type a bit more - the colors being used DO feel a bit heavy handed and the pattern, while a nice touch to present to them (see! I used what you guys gave me!) SHOULD be much smaller and not occupy the chief navigation bar.
