Why clients are so {every curse word will do} ?
I have this client who is very bitchy, but he pays the bills.
The bills are lowered artificially because the whole thing was a favor to another friend...so gradually he got "on top of my head" - meaning, he is a more bitchy than before, not appreciative that I don't charge as much as I have to and on top - started to delay payments, and the last thing now is - he doesn't want to pay his last bill because there are more imaginary things to do but he doesn't know them yet so he will let me know after several days - and that's two weeks after the due day a month after everything has been finalized........

Sounds like he's just short on cash, and is using the imaginary work as a stall tactic. Try being up-front with him, give him a little more time or a payment plan to get you some cashola. He'll probably jump on that.
Tell him the other things he wants done are cool, but that's a separate project that you'd be happy to talk about once this bill is settled.
Once he settles up, fire him.
Yes your client is being an asshole, but he probably doesn't realize that you're being good to him.

Don't discount your work. People don't value what you're giving them and it becomes an expectation in the future.
