I voted for B, pretty much based on formal reasons, although it feels far too stiff, conservative and expected for a government logo.. The third logo looks great applied to a balloon but when reduced to the size shown here, it just doesn't communicate much, although possibly if simplified (removing the translucent white wavy things) it might look sharper and more focussed... The typeface in option 3 is probably the nicest, but not a fan of the slight size difference, can see why you're doing it, but I'd look at another treatment in order to keep the two words at the same point size, not sure if "Tasmanian" is actually more important than "Government"?
