I have used it and it's a nice upgrade. The control panel is much slicker and easier to use. The application has been rewritten using CodeIgnitor framework but the basic markup of EE has not changed much. In fact, for the average front end dev you will not notice much difference except that pages seem to load faster.
However, the big downside is that much of the power of EE comes from the 3rd party add ons by people like Brandon Kelly and Solspace that extend the functionality of the CMS with features like custom form fields, e-commerce, etc. And none of those look to be available anytime in the near future.
So I'd recommend EE2 for a standard site, but if you find yourself needing those extra features, you might want to stick with EE1 for now.
