We want to create an online DB of clients they can log in and update themselves for internal use, it would have all contact details, search functionality etc. PHP ideally.
Anyone know an online service they can recommend? An off the shelf package perhaps?

UPDATE
Client runs a modelling and marketing agency, he wants a web based app that his models can login, enter their height, age, contact details etc etc and manage their own profile with a photo.
We don't want to create anything custom as the budget for this bit is too small.
WordPress isn't really ideal for this but only thing I can think of.
Any more suggestions? I don't even know what to call a service or app like this.

email rich pdfs and capture the data in a way you see fit or hire someone for that specific part and handle the rest of it yourself. there are affordable custom db options if are able to do a lot of the work for them like preparing databases and forms etc

then as far as web based traditional:
do you know html?
can you build the form to look right and accept text?
do you have access to the db manager?
already having that set up and named for your developer will save you costs- don't use their service but you can use their forms http://www.formlogix…version3

Custom PDF's look great, will the data collected be searchable you think? Will have to get help on that side we think.
