We stayed at the Latham Hotel at E 28th and 5th for less than a $100 a night. The downside was that it was a shared floor bathroom, but it was pretty clean and conveniently located. If you call and get it through here, you get cheaper rates.

If you're REALLY ok taking your snob hat off in exchange for a reasonable room w/ semi-sensible rates that near manhattan + the hip/viable part of Brooklyn, then I've heard good things about the Hotel Le Jolie.

Nobody famous has overdosed there yet, but it's $120-140 a night, it's situated in Williamsburg BK, it's 5 minutes from the Lower East Side by subway, and it's relatively new. I'd stay there if I were visiting.
