this is the official government budget website for the contract of hosting and security services for the website (in spanish):
Those services are for 11,9 million euros (and the page was hacked).
There are other contracts for english translations and for website content that sum another 600 thousand euros...
All that money for a not really complex website that is currently offline for unknown reasons
