How do you go about restricting a user to only be able to ftp to one folder on your server?
I'm using dv with media temple

Erm, don't let them choose a destination folder? Just let them select the file to upload and you choose where it goes. Only use passworded ftp to avoid people trying to bypass this scheme,
Depending on your ftp server it should be possible to lock it down even further. Need more details of what s/w you are running.

comic sans is making shit difficult, add them as a new email user at whatever domain, grant them ftp access, when doing so, specify where

Have you considered using a drag and drop application like...?

...it lets you set up a single-user/location, passworded, executable file, which your client or user can use for uploading.

i would suggest enabling ssh and making them use sftp. also probably want to look into limiting script execution in that directory, otherwise they could own your server pretty easily, if that's a concern.

if you add a new user doesn't it automatically give you a folder that they have access to there in the process of making the new user?

plesk doesn't let you restrict ftp users from the UI, you have to do it on the command line.
