From my perspective, I don't think it would hurt usability to a great degree but would have a slight negative effect. A drop down menu is considered a hinderence because there's a extra click a viewer must act on to see what's in the list. With a mini flash scroll bar, the viewer must make an additional click to see what's being scrolled. If possible, I would do without it but it's not going to kill it.

I have one on my site. Not crazy about it because you have to give the Flash SWF focus before mousewheel scrolling will work (i.e. you have to click on the SWF first before you can use your mouse wheel). One of those things that Adobe needs to come up with a solution for.
